WebLoad is the number of processes waiting to be run. It correlates to CPU usage, but possibly not as much as you'd think. I once built a system that would routinely show load as around 5 even though the CPU was ~25%, because there were several processes being triggered by incoming input at the same time, even though in the modal case they were idle.
